 BGEN FERMIN R DE LEON JR AFP (RET) finished his primary education from St Theresa's College in Baguio City and  his elementary and secondary, from San Beda College in Manila.  He studied here and abroad, where he earned  his Bachelor of Science  from the Philippine Military Academy  in 1977; Master of Arts in Philosophy from St Louis Univeristy, Baguio City; and Master in National Security Admnistration from the National Defense College of the Philippines, including defense-related courses in Germany,  the United States and the United Kingdom.

When he was still in the active military service, BGEN DE LEON occupied various command and staff positions and   joined the Corps of Professors at PMA,  where he spent twenty (20)  years serving as instructor until he became the Dean, Corps of Professors, AFP.   Aside NDCP, he has been a sought-after guest lecturer in different AFP Units  such as AFP Units inside GHQ like  the AFP Command and General Staff College,   Unified Commands,  Area Commands, and Infantry Divisions;  Philippine National Police; and  Government of the Republic of  the Philippines Peace  Negotiating   Panel.  He  is a recipient of the most-coveted PMA Achievement Award,  the NDCP Outstanding Alumnus Award and the Bedans of the Century Award  (from 1901 to 2001) being among the top 143 alumni  in  more than 35,000 graduates of San Beda College. 

 He availed of optional retirement from the AFP in August 2010 when he assumed as the  President, National Defense College of the Philippines, Department of National Defense.
