First Information Support Operations Course CL 01-12 Ends

The fifteen military officers and four police officers who composed the first Information Support Operations Course Class 01-12, conducted by the Armed Forces of the Philippines Civil-Military Operations School, Civil Relations Service inside Camp General Emilio Aguinaldo, Quezon City starting 23 February 2012 held their graduation ceremony on 22 Friday 2012 with MAJ GEN GREGORIO E MACAPAGAL AFP, the Deputy Chief of Staff, AFP as the guest of honor and speaker. The Commandant of the AFP CMO School MAJ OLIVER A BAÑARIA PAF delivered the welcome remarks while MAJ GEN ROLANDO B TENEFRANCIA AFP, the Commander of the Civil Relations Service, AFP introduced the distinguished guest, MAJ GEN MACAPAGAL. The latter profusely thanked the former and humbly acknowledged that it was the very first time in his military career that he was given such extensive and awesome introduction. In his inspirational talk, MAJ GEN MACAPAGAL congratulated the graduates, the Course Director MAJ JO-AR HERRERA PA, the School Commandant MAJ OLIVER A BAÑARIA PAF and MAJ GEN TENEFRANCIA for successfully pursuing the first Information Support Affairs course since it is very timely and relevant to the implementation of the current AFP campaign plan – the IPSP “BAYANIHAN”.
He also added that the AFP IPSP “BAYANIHAN” underscores the importance of the “whole-of-nation” approach in winning the peace and complements the defense and security operations of the military. The new strategic approach espouses cooperation with the civilian sector and other government agencies which allows more openness and interaction, paving the way for the military to gain people’s trust and support in its peace and security campaign without violence. He ended his speech with this quote from American President Abraham Lincoln, “ Public sentiment is everything. With public sentiment nothing can fail. Without it nothing can succeed. He who molds opinion is more greater than he who enacts laws.” LT DANDY T NELMIDA PA graduated on top of the class and was also the recipient of the Warrior Diplomat plaque . He was followed by POLICE INSPECTOR (P/INSP) KATRINA JOY T MACALALAG and LIEUTENANT JUNIOR GRADE (LTJG) SAMSON E SERVANO PN, who placed second and third, respectively. LTJG SERVANO also obtained the highest rating in Physical Proficiency (Physical Fitness Test) which was conducted by the medical team from the Camp General Emilio Aguinaldo General Hospital through the AFP CMO School, CRSAFP. Aside from MAJ GEN TENEFRANCIA and his staff led by COL VICENTE GREGORIO B TOMAS PA, Chief of Staff, CRSAFP, other military and police V I Ps who attended the simple but meaningful morning activity were POLICE SUPERINTENDENT GIL J HITOSIS, the Deputy Director of the Police Community Relations Group, Directorate for Police Community Relations, PNP; representatives from the Major Services like MAJ LEOPOLDO E ACERDEN IV PAF- OA-7, Philippine Air Force; COL HIDALGO PN – N7, Philippine Navy and friends from the U S Military Information Support Team (MIST) headed by CPT JENIFER DAHL U S A.
